As part of efforts to enhance digital literacy, innovation, entrepreneurship and creation of job opportunities, The Nigerian Communications Commission (NCC) has handed over its Digital Industrial Park (DIP) and Learning Centre in Enugu to the Enugu State Government under a 15-year operational
According to reports, the handover ceremony was held on August 4, 2026, at the Enugu State Government House, with NCC Executive Vice Chairman and Chief Executive Officer, Dr. Aminu Maida, describing the facilities as strategic platforms for developing the people, ideas and enterprises needed to drive Nigeria’s digital future.
Maida said the facilities were designed to deepen digital skills, support startups, attract investment, create employment and position Nigeria as a competitive destination for business process outsourcing, knowledge process outsourcing and other technology-enabled services.
Accordingly, the initiative is not simply about transferring buildings and equipment but about creating an ecosystem where people can acquire skills, develop ideas, establish businesses and access opportunities.
“Buildings alone do not create innovation. People do. Ideas do. Entrepreneurs do. And partnerships bring all these elements together,” Maida said.
The NCC chief executive said the Commission chose to transfer the facilities to Enugu State because of the state government’s investments in education, infrastructure, innovation and digital capacity.
He expressed confidence that the partnership would strengthen Enugu’s ambition to become a leading destination for digital services, artificial intelligence, startup incubation, outsourcing, research and technology-enabled enterprise.
Maida also connected the initiative to Nigeria’s broader digital economy agenda, including digital infrastructure, digital literacy, innovation and indigenous content development.
He said the partnership aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda and the national ambition to build a $1 trillion economy powered by productivity, innovation and private-sector growth.
The NCC boss commended Governor Peter Mbah for what he described as purposeful leadership, particularly the administration’s investments in education, infrastructure and human capital.
Maida cited the planned recruitment of about 6,500 teachers under the Smart Green Schools initiative as evidence of the state government’s focus on human capital development.
“No investment delivers more enduring returns than investment in people,” Maida said.
He added that infrastructure such as roads, buildings, broadband networks and technology platforms could only deliver sustainable value when citizens possess the skills to use them productively.
With artificial intelligence, automation and digital technologies rapidly transforming industries, jobs and public services, Maida said Nigeria must ensure that access to technology is matched by the capacity to maximise its benefits.
Maida called for stronger collaboration between federal and state governments, the private sector, academia and development partners.
“No single institution can build Nigeria’s digital future alone. The Federal Government, state governments, the private sector, academia and development partners all have complementary roles to play,” he said.
The NCC expects the Enugu Digital Industrial Park and Learning Centre to provide young people with relevant digital skills, help entrepreneurs turn ideas into viable businesses and enable local enterprises to connect with opportunities across Nigeria and the global economy.
The ceremony was attended by Governor Peter Mbah; Secretary to the Enugu State Government, Professor Chidiebere Onyia; NCC EVC/CEO, Dr. Aminu Maida; and NCC Secretary, Mr. G.T. Mohammed.
